A New Methodology for Updating Land Cover Maps in Rapidly Urbanizing Areas of Levying Stormwater Utility Fee

With a steady increase in impervious surfaces due to urbanization Korea, there is growing burden and an urgent need fund better management of nonpoint sources pollution stormwater. A prerequisite for securing the necessary financial resources determination basic data accurate calculation as basis estimating costs source control billing stormwater utility fees. This requires extraction landcover information Geographic Information System (GIS) environment development map that accurately delineates pervious within surface areas. However, since maps Korea are generated updated at irregular intervals, it difficult properly track land use changes. To address this problem, study has developed new method detailed updating developing urban areas facilitate Sejong City was selected site because experienced large-scale changes recent relocation national administrative capital continuous urbanization.
